The arm on the dredge was probably about 40 feet long I think. How it would work there was an auger bit at the end of an arm that would drop down in the water. And then a pump would suck up the loose rock at the auger bit wood drill up. The pawns can't be any deeper then the swing of the arm is long.

I did not think that the arm could swing straight down to vertical though.
